Starting from 2020, there is a Permanent Resident (PR) admission cap of 25%-30% for each school. Only 10 schools are affected.

Assuming a 30% cap, we can derive the % of PR who are already admitted into the school. For example, Pioneer’s PR vacancy for Phase 2C(S) is 6% (of total), therefore they must have already admitted with a PR population of 24% (during previous phases).
As you can see, Bukit Timah and Opera Estate have no more vacancies for PR.
