How to apply for JC

For most O-Level students, applying to junior college is a short process after results day. The harder part is deciding which schools and courses to place in your 12 JAE choices.

Which rules apply?

JAE remains in use until the 2027 admission exercise

Under the current system, JC eligibility is based on a gross L1R5 score of 20 or better. Millennia Institute uses L1R4 with the same qualifying threshold of 20. You must also meet the admission subject requirements; your JAE Form A lists the courses you are eligible to apply for.

From the 2028 admission exercise, the new Post-Secondary Admissions Exercise will replace JAE and JC admission will use L1R4. The changes are explained below.

  1. Before O-Level results

    Shortlist schools and courses

    Start with the subjects and programme the student wants to take. A school with a suitable subject combination, manageable journey and supportive environment is usually a better choice than one selected only for its cut-off point.

    For each school, check:

    • Whether to apply for Arts, Science, Commerce or an IB course.
    • The subject combinations and prerequisites offered by the school.
    • Special programmes, language electives and CCAs that matter to the student.
    • Daily travel time, school culture and available support.

    Use past cut-off points to judge how competitive each course has been. They are a reference, not a promise that the same score will be enough in the next exercise.

  2. Results day

    Check eligibility and your net score

    Your JAE Form A lists the courses you are eligible to apply for. Check it before finalising the shortlist because meeting the aggregate threshold alone does not guarantee eligibility.

    For JC courses, the current system uses your gross L1R5 score to determine eligibility. Applicable bonus points are then deducted to produce the net score used for posting. Millennia Institute uses L1R4.

    Lower scores are better. A net score of 7 is ahead of a net score of 8 when students compete for the same course.

  3. During the application window

    Order and submit up to 12 choices

    Put courses in the student's genuine order of preference. If the student qualifies for a higher choice, the system will not continue to a lower one.

    • Place the course the student most wants first, even if it is competitive.
    • Include choices across a sensible range of past cut-off points.
    • Use all 12 choices where there are 12 courses the student would accept.
    • Check every course code. Arts and Science courses at the same school use different codes, while each IB course has its own code.

    Submit the application through JAE using Singpass. The application is complete only when the verification slip appears. Save the slip and check that the course order is correct before the deadline.

  4. Posting results

    Receive the posting and report to school

    Posting results are released through the admissions system and by SMS if a valid local mobile number was provided. Follow the reporting instructions from the school you are posted to.

    The final cut-off point is known only after posting is complete. It can move from the previous year because it depends on applicants' results, choices and the places available.

  5. After posting

    Appeal directly to a JC or MI

    JC and MI appeals are handled by the individual school after posting results are released. Check the school's website for its application method and deadline.

    An appeal can be considered only if the student meets the course's minimum entry requirements and the net score of the last student posted to that course. Admission still depends on vacancies.

    Report to the posted institution while waiting. An appeal does not reserve a place at the preferred school and does not cancel the existing posting.

For students applying in 2028

JC admission changes to L1R4

The new Post-Secondary Admissions Exercise will replace JAE from 2028, when students first apply using Singapore-Cambridge Secondary Education Certificate results.

5 subjectsJC admission will use L1R4 instead of L1R5.
16 pointsThe gross qualifying threshold for JC will be L1R4 16 or better.
3 bonus pointsThe maximum bonus-point deduction for JC admission will be reduced from 4 to 3.
Choice order matters moreIt becomes a posting tie-breaker after citizenship, followed by gross score and computerised balloting.
